They don't have to. NFL teams can cut whoever they want. Cut him or keep him. Both are fine. Extra legal proceedings like fines and suspensions for activities prior to joining the NFL is what I was specifically referring to.

I think the legal system should handle legal issues. I don't think everyone's employer needs to function as a separate wing of government to provide additional punishments. If the law thinks Mixon and Hill should be in prison, then they aren't available to play in the NFL. If the law says they are entitled to be a liberty, then let them do their jobs.
