Someone goes down on Sunday, you don’t want to have to try someone out and then get them in protocol. Teams are going to have increased flexibility to carry more guys and move them around without the risk of losing them? I suspect we're seeing the Cleveland Browns effect in full operation here. They lost all four starting WR's to covid. If it could happen to them it could happen to anyone. It was even stated in the article you posted: Has experience in playing in the slot and wide as well and also ran all routes on the route tree.
