The way my father's nursing home is doing doctor's visits is if the person leaves the facility, they must quarantine for 14 days. Needless to say, few are leaving - which will lead to more deaths. Cuomo will do nothing because he's already got thousands of deaths on his hands, and does not want more. There is heat from the first round he killed and he is terrified of the political implications of more elderly dying (yes, political implications, he does not give a rat's patooie about those people as people, he simply cares about his political wellbeing).
