Tiberius Posted October 25, 2018 Share Posted October 25, 2018 The New York Times reported: When President Trump calls old friends on one of his iPhones to gossip, gripe or solicit their latest take on how he is doing, American intelligence reports indicate that Chinese spies are often listening — and putting to use invaluable insights into how to best work the president and affect administration policy, current and former American officials said. Mr. Trump’s aides have repeatedly warned him that his cellphone calls are not secure, and they have told him that Russian spies are routinely eavesdropping on the calls, as well. But aides say the voluble president, who has been pressured into using his secure White House landline more often these days, has still refused to give up his iPhones. In sickbay, Spock announces that the drug is ready, warning that it may kill as well as cure. Kirk insists on taking the first injection. The drug reverses the aging effect, and Kirk races to the bridge to relieve Stocker. Kirk bluffs the Romulans by sending a message to Starfleet Command warning that the Enterprise will self-destruct using the "corbomite device", which will also destroy any nearby ships. The Romulans withdraw, and Kirk orders an immediate retreat at Warp 8. The rest of the landing party are treated and revert to normal. I was actually thinking the other day, for some reason, about the episode where they are going to blow up the Enterprise before a strange alien power that can't find the info in the Enterprise computer, but Kirk is bluffing. A Secretary would have the authority to declassify anything generated by their department...but that becomes really fuzzy with cross-department information (e.g. something developed by a joint task force), because derivative classification rules come in to play, and those are really screwed up. State has a set of rules that essentially boil down to "We produce original documents from multiple sources, so we can decide for ourselves." So...yes, pretty much. State, Energy (because they own the nukes), Justice, and DoD are about equal in power, and only the VP and President are above them. DNI is somewhere between the two - he has the authority to declassify anything and everything, but by EO he's required to follow a process. Departments define their own processes - but because State has fingers in everyone's pies, the Secretary of State can exert wide de facto declassification authority. It's a side-effect of the post-9/11 information sharing efforts. You want to share info, you have to make ownership and classification a shared process, which will have grey areas to be abused by mendacious fascist harpies.
