"We" as in those who are seeking to restore Tom's wrongfully missing $10,000,000. It would be completely irresponsible to deposit that much money into a bank account without first verifying that it is, in fact, a valid bank account. We need to make Tom whole, it's the right thing to do.

First time Black Cube has been mentioned in Congress... 

 

The IC has privatized in many ways, separating itself from government oversight by forming these sorts of transnational intelligence firms which do... exactly what state actors do, only without the burden of having to abide by the norms and laws which govern official agencies. Lots to say on this topic, considering it's where I stumbled into the whole Russia hoax.
