It's where Philadelphia finishes not Cleveland even though Cleveland gets the draft pick. so it's 10 or 11

Philadelphia already played. They are 7-9 and have the tiebreaker edge over us.

Philly's opponent winning % is better than the bills. Thus the bills are "worse" in the eyes of NFL draft tiebreakers meaning they "win" the tiebreaker and pick ahead of that Philly (browns) pick

Those who said 10-11 are correct. (as of week 16) Bills SOS is 24th. Eagles 2nd. We pick ahead of Eagles/Browns. At half 16-6 Cards.

Soooooo the Browns will have had picked in the top 32 twice in 2015, 2016, and 2017.

 

2015: 12th and 19th

 

2016: 15th (Originally 1st then 8th) and 32nd

 

2017: 1st and 13th

 

Granted they changed GM this year, but still, that's a lot of 1st round picks (technically one second rounder)
