It's bound to backfire at an epic level politically. Even Democrats, many of them, aren't going to be in support of reducing law enforcement in exchange for all the violence. Taking them into custody is part of the due process journey. Generally speaking these rioters are people that need to be questioned and possibly arrested due to acts of alleged violence.
