Following the letter of the rules while violating the spirit of them is called "gaming the system," and it's considered cheating. And that's above and beyond the fact that they were violating the rules by improperly declaring eligible/ineligible status on consecutive plays, to get around the substitution rules. Don't know exactly, but I'm sure that 1) it'll be a Pats linebacker, and 2) they'll somehow find a way to abuse this rule, too. The rule violated was that a player declared eligible (or ineligible) has to leave the field and come back on to be considered the ineligible (or eligible). that's the one. And they frequently kept players declared eligible/ineligible on the field for multiple plays - the whole second half of the Ravens game, there was an offensive lineman declared eligible for more than half the plays, including several consecutive plays. But they rarely switched the players' status on the field - that happened maybe three times, and I think only the one time was it done improperly. Personally, I think a rule that a player declared eligible/ineligible for a play must be off the field for the next play would have been better.
