She had an immediate need to change the diaper, and the fact that it is unsanitary to do so, and in front of people trying to consume a meal is not important. Except they didn't and the server was "rude" about it so mom decided to change the kid on her chair to make a point to the restaurant. Mom is an azz hole because there are more sanitary ways to deal with the situation but the restaurant did have a deficiency too.
