We keep hearing this year after year about "next year's draft" and how many times has that panned out? One year, when Matt Barkley was a junior, he was projected as a top pick in the following draft (2013). After his senior year and a shoulder injury, he wasn't picked until the 4th round and hasn't had much of an NFL career to-date. Our own EJ Manuel became the 1st QB taken with the 18th pick in that draft while other notables from the prior year like Landry Jones & Tyler Wilson also dropped to the 4th.

I know the OP asked if the Bills drafted Petty or another QB but as far as Petty, I could see New Orleans taking him to groom as the replacement for Brees. They now have 2 1st round picks (and 2 threes) to fill their other needs so with them picking in the 2nd at 44, I could see them going for Petty or another QB with that pick, especially if they suspect the Bills taking one at 50.

The NFL Players Association got the renegotiating of contracts right in their CBA. The NBAPA messed up theirs. Renegotiation isn't allowed. Steph Curry just had a MVP season and he's the 4th highest paid player on the Golden State Warriors. It works against the teams, too, as when a player is injured or not good enough anymore, they're stuck with his contract. At least the NFL can cut their arses and only are stuck with a pro-rated bonus. Or threaten to waive a player to get them to renegotiate down.
