The sticking point is fully guaranteed contracts. In the past, teams did not offer fully guaranteed contracts to 2d rounders. This year Texas and later Cleveland broke with tradition and gave their picks fully guaranteed contract, both about $12 million. As a result, the other 2d rounders are also holding out for fully guaranteed contracts.
