I always wondered about waivers when it comes to veterans close to retirement. I assumed teams talk to the player first before putting in a claim, both out of respect for a player at the end of their career, and because there is no point in putting in a claim for a player that can just decide to retire if they don't want to come. 

 

I guess that's not how it works, the Bills clearly put in a claim without any buy in from Slay.

Why wouldn't we put in a claim?

 

He's played the Bengals twice, he's played the Browns, he has insight into the Eagles.  All of whom are next up on our schedule.  He provides depth, can still play, and has a ring.

 

That's how waivers work.  If he doesn't like it, he doesn't have to play.

Can we just hold him and not put him on waiver, activate him each week, and fine him for not reporting?

Probably- but it would cost a roster slot filled by nobody.
