Toronto doesn't have a field suitable for NFL football as the Rogers Centre has been retrofitted for baseball only and BMO field maxes out at 42 000. 3. Canadian Bills fans made their voices loud and clear by boycotting anything Bills related to playing in Canada. 4. NFL won't do that that to the CFL ever again. 5. As far as the NFL is concerned they have the Toronto and Vancouver market covered with Buffalo and Seattle. Montreal isn't anywhere near as crazy for NFL as the other two cities. NFL has maxed out Canada. Only thing the NFL wants from Toronto is more money pouring into Highmark Stadium from Toronto on Game Day.
