Dwarf tossing is generally illegal in both the United States and Canada. It is specifically banned in Florida and New York. Ontario, Canada also has a Dwarf Tossing Ban Act. While some argue for the right of individuals to participate voluntarily, the practice is often viewed as demeaning and unsafe.

 

Tossing a dwarf over the Offensive Line and the Defensive line would result in missing Dwarves, how many Dwarves would they allow per game ?

It really just opens up a whole can of worms as far as rule changes are concerned.

 

For instance, if the dwarf was blocked, could he be picked up and returned for a touchdown?

 

And that's really just a short sample as far as scenarios go.
