Practice squad players can be signed immediately after the Wednesday noon waiver period ends. Well, technically it's shortly after that. Once that waiver period ends at noon the league sends out a list of every team's roster to all the teams. Generally speaking, yes. Most teams will hold off waiving the players they want for their PS until the end. My understanding is the waiver rules make that the best way. Let's say a team is interested in a backup QB (good example). Using that example: Beane (Buffalo Bills) is way down the waiver list. Let's also say he is interested in 2 or 3 guys that are getting waived. He can put in for one of the 3 he likes. It's risky to put in for more because if no other team picks any of those guys up ahead of him he has to sign all the backup QBs he put in for. On the other hand, one (or more) could be picked up by other teams and he gets none of them. GMs know this and try to release all the better players all at once to get as many through waivers as possible. Kind of "safety in numbers". Of course, the teams at the top of the list have much better odds of getting who they want. Now, as for the vets who get "released", they become UFAs and can sign to any team they want. It seems it would be extremely hectic for a very short period of time. There are 3 separate things going on at once.
