But that's clearly not what this thread topic or the link in the OP is talking about. It's about marketing agreements between and a country. The Bills are free to apply to such agreements with any of the countries in the NFL's pool of such countries. It has nothing to do with the Bills and Toronto. But yes, Canada is a country.
