That's where the explanations get a bit murky, for me at least. I'd think he'd have to stay on the roster past week 1. Otherwise the process seems like a bit of a sham. As far as I know, if you claim a player he needs to be put on the active roster, and assuming he is not a vested veteran, he must clear waivers before he can be put on the practice squad.
