Using that assumption they should have gone for it on 4th down. And maybe got a first down. 

They would have flipped field position if they failed. But like you say the jags were inept.

Not at all. Right decision. We had a better chance to score on D with Bortles out there than we did on offense.

With 3 mins left there I believe that was a 4th and 10 or something like that. If you aren't moving the ball well and are successful on defense I think punting is the right call.
