The way I see it, Sammy fumbled it into the pylon...should have been Phish ball at the 20. I'll take it though... Bills are still way on the s**tty end of bad calls, cumulative wise. It would have been Miamis ball at the 20, but like another poster stated, that missed false start that kept their drive alive makes it even.
