Rapp is a good Safety, but not elite. He made several strong plays most notably for me against the Jets in making the game saving tackle where most Safeties would have been toast. True but there's a difference between predicting a player's potential for the NFL and analyzing his play after getting there. That being said, I hope they find an upgrade for him. His football intelligence and instincts allow him to be effective a good share of the time, and he is a good tackler. His athletic limitations saddle him with a fairly narrow margin for error. If an elite offensive player gets a bit of separation on Rapp, there is a high risk of a big play against the defense. If the Bills have to start him, they can get by as long as they have enough talent around him, but if they had made it a priority, it shouldn't have been too hard to find an upgrade this off season.
