Whoever performs the worst from Samuel, Moore or Davis.  Or an injury happens and everyone is retained. That simple.

Nobody is going to offer him more than what Jacksonville is on the hook for.  He will sign for the vet minimum and continue to collect the remainder of his pay from Jacksonville.  He has complete control over where he wants to go.  He can choose to chase a title as a role player or try to find a spot on a team that needs him to be a WR2/3 in hopes that he can get enough receptions and stats to get another deal down the road.

And you don't bring people in that have consistent miscommunication with your QB after 4 years of playing with said QB

He raises the floor.  Potential will have to meet production for the room to keep him off the field.  That happens it’s a win for the team.  Someone doesnt or an injury happens he slides right in a win for the team.

Do we really need to resign the 117th [of 125] ranked wideout in the league last year? Even his run-blocking which he was praised for was less than stellar last season.

The answer is Gabe Davis.  Signing him doesn't greatly impact the Wr room.  Since his release however, Bills fans are now almost unanimous that the Wr room is full.  A wr who averages 600 yards and 6 Tds has no shot of making the roster.  Im glad Buffalo has finally put a complete room around Allen.  Good thing they didn't draft a wr early because they would not have made the team.  


To me he would be more of the same. Every WR after Shakir is a shoulder shrug imo, the potential is there but so far there is nothing special although I give Keon more runway due to being a rookie.

 

Davis had that amazing game in 13 seconds and instead of embracing big play Gabe he became some times he’ll catch it Gabe and was a mediocre option for us but if he signs for cheap he could beat out a few of those guys most likely.

The issue become if it's coin-toss/shrug, what savings do we get by taking him?  Even if he signs for a vet minimum, we're still on the hook for Samuel, Moore and Palmer if they're cut.  Unless we can trade Samuel, I just don't see it happening.
