HAD the Jest won in St. Louis, it would've knocked the Bills out even w/ a Bills W. But the Jest lost in OT. Bills game ended before Jest game did, so the "consolation" was the belief that the Jest WOULD've won if they needed to do so. After the Bills lost, the Jest were automatically in.

Probably about 15 years ago some friends tried to get one in Ra-cha-cha and were told in no uncertain terms that there were no franchising opportunities. Too bad. The location they'd picked would have made money hand over fist. Typically just to move a block or 2 to a new store.

How many people out there don't support any gun regulation? It's cool that you'd like to hear solutions from an opposing point of view, but when you start out mischaracterizing the view of those you don't agree w/, you probably won't get the discussion you are looking for. Also, solutions to the wackos committing mass murder will necessarily be different than those to gang-related street crime. For the street crime, take a look at what worked in places like NYC in the '90's and emulate similar programs.
