Wasn’t the expanded PS done for the purpose of compensating for this very situation.... the answer is, yes, yes it was, make these teams play back ups and make do players, and play the damn games. I suspect they are very transferable, but NFL GMs & HCs are very conservative, and are unwilling to take the chance, even at the RB position, which is as close to plug and play as it gets.
