The rule is built of the forward progress rule. As we all know a receiver can catch a ball while moving backwards and having contact. The ball gets spotted at where he caught it. If he take that rule farther then the receiver can't have that advantage and yet step out of bounds.

Thanks House for that information! I did not know that. It is very important detail (at least for me) as to how Antonio Williams worth is viewed by Beane and McDermott. If his ST is strong he has a better chance to replace the T Jones roster spot next year. With that new info I see him as the primary depth for both T Jones and the 2 RBs on the main roster. This makes me smile!
