The Bills would definitely still be in Buffalo without OJ. The agreement to build Rich Stadium was in place while OJ still had not accomplished anything with the Bills. And for the five years he played in Rich, the last two years the Bills sucked and started getting paltry crowds.

Met him 2X - his rookie year at training camp - he was up against the goalpost surrounded by throngs of people looking for autographs - at the game against the Jets (sometime in the 80's) where his jersey was retired.
