Despite this being expressly prohibited on Capitol grounds the structure remained....undisturbed... Until 1 pm, when the men returned to the scene, installed the crossbeam and noose, then left the scene again. Im sure that all the cell phone data for all of the men who were there at 6:30 am with hardly another soul in sight was corrupted too.
