Obama has tried to curtail exploration and production but has failed in that regard. Whether Russia would be worse with Bush cannot be determined, but Russia certainly wouldn't be better off with him. As I've stated here numerous times, the way to control Russia is through energy. It wasn't that many years ago that they could hold Europe hostage by threatening to withhold natural gas from them. Now it's a blue light special.
