Jerry manufactures penalties like nobody else.  Hughes has to be on pace to break the NFL record for personal foul/unsportsmanlike conduct. Â If the Bills keep it up nobody is going to bring up those 60s/70s Raiders teams when they mention penalties because this team will have dethroned them.
