Airports near nesting areas (rivers or shore lines) are starting to see more and more conflicts with airplanes. The mature birds know to stay away but the young ones are fearless/stupid and therein is the problem. The Chicago Police was going to build an outdoor gun range... The birders got wind of it and proved that eagles were in the area and the kibosh was put on the range.
