  5. The Wimp is the third and last of the Seawolf-class, but built lengthened 100 feet for a module to accommodate drones and divers. Supposedly also has some additional propulsion, command, and communications features. It's basically a special forces submarine. Lots of sneaky-beaky close inshore work, or tapping communications cables and underwater intel (e.g. recovering Soviet garbage from the bottom) type stuff. Not "super secret," if only because no one ever talks about any US sub missions.

Just one example: Admiral Charles Lockwood, Commander, Submarines, Pacific in WWII, was required to lie in certain parts of his memoirs about how Japanese convoys were tracked, rather than talk about US Navy codebreaking efforts against the Japanese. And that's just one example. There's plenty of others. Remember Sandy Berger pleading guilty to sneaking his own handwritten notes out of National Archives without submitting them for a security review? Tom Clancy was investigated for things he made up seeming too true. Rangappa isn't just wrong, but is demonstrating amply why she's a "former FBI special agent."

Only reason I can see for not recommending prosecution is because they're teeing him and others up for bigger things, for which prosecuting him would get in the way...
