    Take the highest ranked prospect on their board at a position of need. Unless they trade pretty far up there isn’t going to be a WR at 28 worth the pick. At that point it will be the 7th-9th best receiver.

    Being at 28 may take them out of the round 1 receiver market. I wouldn’t settle for the 7th or 8th best prospect when there will probably be a much better prospect at a different position there
