The way you determine any other player. You evaluate his performance and abilities and try to assess his likelihood of succeeding in the NFL.

I'm not saying Orton IS the guy, but based on everything I've seen and read about him (which is considerable) I see no reason to think he can't plausibly be a top 15 QB. If we go 8-4 with him at QB sporting a ~90 QB rating I'd wager we'd feel like we found our guy. Depends on the QB.

Unless you're planning on Orton for the next 5 years you better have a better plan than going all in again on EJ. You say he is developing but there isn't much evidence to support that. If he does, great, but I wouldn't bet the farm on it.

Those Bears teams had an atrocious offense. The D and ST carried those teams. Plus, he won with that team. And even if I agreed with your assertion that he is who his stats say he is (that's one of the sillier statements I've seen) His stats in Denver were good. And his stats have trended up over his career.

Skins fans should be careful what they wish for. If I were a betting man I'd put my money on Cousins having the longer and more successful career of the two.

The only place he's ever really been dumped was Denver. Chicago traded him for Cutler who, at the time, was considered by many to be a top 10 QB coming off a huge statistical season (arguably the best of his career) after only 3 years in the league. The thing in Denver was complicated and weird. Don't misunderstand, I'm not declaring him a franchise QB just yet, but I don't think his history precludes that. He's shown to be the kind of guy who gets better with practice, and if he shows to be a top 20 QB I think we could be legit contenders for the next several years.
