    so basically they can still tackle from the hip and use their body weight to bring down the running but can't touch their legs with their body. That definitely won't happen by accident and be called incorrectly multiple times a game.

    Watching this video, All I see is "15 yard penalty, first down buffalo" when Allen decides to roll out. 90% of him getting tackled is from behind and the defender dragging him down.

    I know he is, that's why I like to use it as satire. The cap is real, beane is actually just really good at doing the financial part of being a GM and making it look like it isn't.
