Putin doesn't have to be concerned with suffering any personal consequences for his actions while the shooter currently identified as Tyler Robinson should have had no illusions about the consequence of his actions if and when he was caught. One element of intelligence is to evaluate the current situation and generate some forecast of the future. Maybe he wasn't good at this type of thinking or just didn't care. 1
