At least in my experience, I've seen that term used far, far more often by those on the left to describe conservatives. I'm not saying it hasn't happened, but I don't recall ever seeing it used in another context with reference to modern politics.

The Framers were very careful to be clear about which parts applied to citizens, and which were for all people within the United States. You can read the text for yourself. They mention citizens about a dozen times, and "person" over 20 times. "No Person shall be a Representative who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen of the United States." Sections that pertain to persons are for all people within the country while sections pertaining to citizens are just for citizens. 1
