You're smart and I expect you know the rules. Congress has clear control and accountability of the Capitol. Specifically the office of the Speaker of the House. The chain of command there is responsible for making the call to deploy the national guard. They declined to deploy despite numerous requests from CP command on the ground that day.

There is no legal standing, unlike for the District where law provides a specific legal clause for the President in this case, for the President as head of the executive branch to supersede or overrule decisions exclusive to the legislature. So no, Trump had no authority to deploy the NG to the Capitol. But I'm sure you knew that already and are just taking the opportunity to yank on the chain and sneak through an apples to oranges false comparison to rally the troops.
