Joan Jett

No. She does sing but vocals are not her primary instrument.

Hair color and age range (e.g., 20’s, 30’s, etc...)?

Brunette, 40s.

And to add to PJ's ask above she has done solo work too.

Damn.  I was gonna say Tai Wilkenfeld, but she's too young.  She is phenomenal.

Damn, was aiming for Bill Murray, but that doesn't fit afaik.

This is 'A Shot In The Dark' but, Peter Sellers?

Good guess, right accent, but wrong person. However they did work together in at least one movie...and this person has called Peter Sellers one of his biggest influences

If I took this guy's name and added "Gacy" to it, would it result in the name of an infamous person?

No.  It's NOT "The Duke."

Yet, like Gacy and Wayne... He was born in the Midwest.

In our 244 year history there are really only two legends that are truly pieces of Americana.  John Wayne is one but he has been eliminated.  Some people will argue that The Fonz is another but I'd disagree.  That leaves us with only one possible answer:

Liberace

Not sure.  But probably not.
