The federal government did its part. The initial attack was repelled, systems were put in place, guidelines and testing protocols established, PPE equipment and ventilators manufactured, curves flattened, and deaths greatly reduced. He did. His task force worked with the states on a daily basis. The task force couldn't demand but they could advise and that's what they did. They should have either let the herd immunity thing flow, or take the Wuhan seriously. They are half-assing both.
