They aren't used in self-driven cars, but this technology is already in wide spread use by municipalities around the country. Convicted DUI drivers have devices installed in their vehicle that won't let them start it until they take and pass the built-in breathalyzer. There was a main character that got drunk and drove, hitting and killing the wife of one of his neighbors. Said neighbor finds out drunk drive intentionally rented a car knowing he'd probably drive drunk, so his own car wouldn't get damaged.
