Because the team has stopped playing 8 man fronts or blitzing. They are putting more players in coverage to help the DBs and are hoping that with Dareus back they can hold up vs the run without 8 up front and pressure the QB without blitzing. This has made it easier to handle the pass rush in general, hence the "disappearance" of Hughes and Alexander.
I think Whaley's done a pretty solid job myself, but like Nix, all will be judged by his ability (or not) to find a franchise QB. Don't have one yet.
BTW- The Bills won 6 games in 2013, not 9.

Since the Bills have no passing game it's key that they have a wide variety of running plays and schemes to prevent teams from locking in on their plays. Having a small package for EJ is part of that.
At his press conference, Ryan said that Carr completed every pass he attempted when the Bills had 5 pass rushers. That's why you didn't see any blitzing late in the game.
Per Anthony Lynn at his Thursday press conference, Sammy still has a broken bone in is foot and his playing is "a pain tolerance thing". I'm confused. Didn't he have surgery to repair the broken bone in his foot? How can it still be broken? They didn't fix it?
