How do you get a catch when you never possess it and at the end of the play, it’s on the ground?

Ball is on the ground....his hands never touched it. Yes, he had it with his forearm, but the ball hit the ground......

Only the Chiefs are allowed to catch the ball with their elbows. There’s a rule in the book for that. It’s hard to find, but I’m sure it’s there.
