In most cases they are - many of the 240 voting sites that closed in Georgia had more of an impact on black people than white. I had friends in town from Atlanta last weekend - we discussed the laws in Georgia - they waited in line for five hours to vote in Midtown Atlanta - FIVE HOURS to vote. Disgraceful.
