I think they were engineering the virus to eventually release it and kill-off their elderly population, and it accidentally got out. That might sound crazy, but the odds that it randomly happened in a city with a lab that houses these types of viruses are infinitesimal, they've been working on them for "gain of function" for a purpose, and their elderly population will crush them in 10-15 years if something isn't done about it and it's not like they can go around executing their elderly without the world coming down on them.
