Every year Congress buys **** the Pentagon doesn't want. Because Congress treats DoD as a jobs program. They're particularly fond of doing this with ship procurement - overfund shipbuilding to buy ships the Navy doesn't need, can't man, and can't pay to operate (because the operational budget is under-funded) to keep heavy industry jobs. Latina Trotsky is going to have to know these things when she's on the Hill. This is actually the sort of socialist jobs program I'd think she'd get behind.
