President Obama would have had to approve the Carter Page warrant per law in order for the spying to proceed without a court hearing. The rule is described on page 7 of 1978 FISA Act! Lynch, being who she is, would want to cover her ass (see her email sent on Jan 20th 2016) and want 44 to give her cover to that kind of decision. If this is true, why did the court reject the warrant at least twice before the introduction of the dossier, why was the dossier never able to be substantiated, why was Page surveilled as a direct Russian agent, why were normal procedures bypassed in favor of skipping American citizens only protections of their 4th Amendment rights?
