In that sphere, Trump and anyone associated with him is guilty first and the burden is on them to prove that they're not. It is the same as "most popular" or "greatest" etc., etc. The "most corrupt" is decided upon by each individual's knowledge (history books, newspaper reporting, etc) and perception of an administration since presidents are not going to be indicted or arrested to be found guilty of anything. Many people decide based on the historical documents of the administration. Normally, those documents are locked up for a while so it is difficult to judge a recent administration.
