Given that Whaley just forfeited 3 3rd round comp picks with these signings, it's probably going to be much easier to fit all 90 players under the cap.

only gilmore would get a third so not sure where you are getting 3, and only johnson will count against the comp pick.

I don't think johnson counts actually. He was not on active roster until mid year.

Leonard Johnson is the lowest graded CB available according to pro football focus . Well done.

Bills signed CB Leonard Johnson, formerly of the Panthers.

 

Johnson logged 436 underwhelming snaps for the Panthers in 2016. The Bills' secondary has been gutted following the losses of Stephon Gilmore (signed with New England) and Nickell Robey-Coleman (released). New Bills coach Sean McDermott was Johnson's defensive coordinator in Carolina last season.

Hmm idk, Akiem Hicks was traded to the Pats* from The Saints on Sept 30th of 2015, he didn't even play all 16 games of 2015 as a Patriot... and he counted as a lost player for the 2017 draft comp picks when he became a FA.

I'm going to guess that--at worst--only Johnson counts as a CFA:

 

"In order to qualify for the comp equation, a player must have been a true Unrestricted Free Agent whose contract had expired or was voided after the previous season (i.e., he cannot have been released by his old team); he must sign during the UFA signing period (which ended July 27 last year); if he signs after June 1[*], he must have been tendered a June 1 qualifying offer by his old team; his compensatory value or contract value must be above a specific minimum amount; and he cannot have been permanently released by his new team before a certain point in the season (which seems to be after Week 10) or, possibly, before getting a certain amount of playing time, unless he was claimed off waivers by another team."

The NFL officially lists it as this:

 

"Under the rules for compensatory draft selections, a team losing more or better compensatory free agents than it acquires in the previous year is eligible to receive compensatory draft picks.

 

The compensatory picks will be positioned within the third through seventh rounds based on the value of the compensatory free agents lost.

 

Compensatory free agents are determined by a formula based on salary, playing time and postseason honors. The formula was developed by the NFL Management Council. Not every free agent lost or signed by a club is covered by this formula."

Not just that, but these signings mean that the Patriots get three extra comp picks for the next two seasons.
