There are many rules in place for an uncapped year that will discourage big spending. Players need 6 years to become UFA. No team in the final 8 can sign a FA unless they lose one first. LoganInEA That also was my thought at first, but it seems more like he is reporting Jim Kelly is very involved in the negotiations with Cowher. Logan has since tweeted that Kelly's involvement is not negotiations. It would make sense if he were helping the Bills sell Cowher on Buffalo. Interestingly, the first Twitter post is a plea to T.O. to move to East Aurora: @terrellowens81 Really think you should check out East Aurora. I strongly doubt that will happen. I suspect that this was a sticking point with Shanahan as well (who will have no such limitations in Washington). It's all up to RW .
