With respect to Whaley's comment, I'm assuming he was saying there "wasn't that much difference" between Watkins and Evans. So, my first thought was "why not trade for Evans then, assuming it would have cost less?" But perhaps they figured the price was going to be steep either way and they may as well go all in. It's just a surprising comparison considering Watkins was the highest rated guy on their board. Must be they had Evans right up there too.

DW: I wouldn’t say there was that much. Obviously there is a difference and that is why we coveted Sammy. Not to give any particulars, there wasn’t that much of a difference. To give up a # 1 and # 4 next year for a guy that "wasn't much difference" compared to the next WR is surprising. You'd think Whaley would have promoted Watkins as being head and shoulders above the next WR (pun intended).

Yes, I agree with your point that by trading up, you need to get a higher rate of return. If I worked for WGR, I would want the Bills to trade up as well - not because it makes sense, but because it makes better fodder for talking heads and inane "long-time listener, first-time callers" This article does a good job breaking it down by position.
