There's not enough transparency so everyone understands how it works. & Without that info you're making decisions based on guesses, which is not a good or reliable plan. It's a plan based on an assumption that may not come true, thus a hoax... Don't worry I'm just bitter that it appears arbitrary when no one is allowed to know how it works.
